Subject: Request for Legal Assistance and Intervention Regarding Administrative Cybercrime and Denial of Criminal Investigation in the Netherlands (2020–Present)
Dear Sir/Madam,
I respectfully submit this letter to request legal assistance and intervention from the European Court of Human Rights in Strasbourg concerning a matter of growing urgency: systematic administrative cybercrime against individuals in the Netherlands, which remains unaddressed by the national authorities, notably the Dutch Public Prosecution Office Zeeland-West-Brabant, since 2020.
In my personal case, the persistent failure of Dutch authorities to investigate serious cybercrime involving the misuse of my personal data and digital identity has resulted in the total ruin of my professional, personal, and mental life. I am the founder of the Starwink Foundation (KvK 18087833, active since 2007), which organized art and poetry projects with vulnerable children and adults for over a decade. Since 2020, cyberstalking, identity theft, and targeted digital sabotage have destroyed my foundation’s work, my mental health, and my sense of cyber safety.
In addition to seeking protection for myself, I have actively lobbied for structural improvements in human rights protections at the local level. Specifically, I have submitted carefully worked-out proposals advocating for the installation of local human rights boards in Dutch municipalities, aimed at offering early intervention and remedies for citizens facing rights violations. However, instead of serious consideration, my proposals were openly ridiculed by the Public Prosecutor of the Zeeland West-Brabant Office during a court hearing in 2023.
Despite repeated reports, requests, and pleas for investigation, the Public Prosecution Office Zeeland-West-Brabant has persistently failed to initiate criminal proceedings. My legitimate access to justice has thus been systematically obstructed, leaving me defenseless against ongoing digital violations and reputational attacks.
This lack of protection and denial of legal remedies directly contravenes my rights under the European Convention on Human Rights, particularly:
• Article 6 (Right to a fair trial)
• Article 8 (Right to respect for private and family life, including personal data protection)
• Article 13 (Right to an effective remedy)
Given the ongoing nature of these violations and the structural failure of national remedies, I urgently seek the Court’s guidance and assistance. I am requesting:
1. Legal assistance in preparing a formal application before the Court.
2. Intervention and attention to the broader pattern of administrative neglect concerning cybercrime victims in the Netherlands.
3. Urgent measures to prevent further escalation of harm to my personal safety, mental health, and remaining professional activities.
I am prepared to submit full documentation, including correspondence with national authorities, proof of cyberattacks, and the devastating consequences I have suffered. I kindly ask for your confirmation of receipt of this request and guidance on the next steps I should take to formally present my case before the Court.
