INTRODUCTION
Especially since the Covid pandemic, the world has become increasingly dependent on technology as a means of communication, recreation and zzp. Since then, computer crime has been growing. One form of computer crime that can cause immense suffering and damage is cyberstalking.
What is cyberstalking? Using the internet or other electronic means to monitor another person with negative, exclusionary intentions, to harass, intimidate, threaten, or make unwanted advances. This may involve direct communication via e-mails, websites, or social sites such as X, LinkedIn, Pinterest, Instagram, Substack, WordPress, and / or Facebook. The cyberstalker secretly gathers information about the target, through covert observations with the intention of discriminatively stigmatising the victim. Cyberstalking thus goes far beyond following someone on a social network. The intention is to harass, something characteristic of people who commit cyberstalking.
Cyberstalking harassment in cyberspace is on the rise. For the victim, who does not know whether the harasser is on the other side of the world or living next door, the fear or embarrassment is real. This fear is justified, as there are many incidents where harassment originating in cyberspace has turned into offline, real physical stalking. A Dutch law against cyberstalking does not exist because Dutch legislation lags behind technology (Artificial Intelligence). The consequences of cyberstalking can be identical to those of real-life stalking (see Impact of stalking on victims). Stalking that takes place online does not make its effect any less frightening or harmful. Because the internet reaches millions of people, the damage can be much greater and longer-lasting.
Cyber-stalkers often assume they are anonymous, and often they are. But not always. Similarity between the anonymous cyberstalker and the cyberstalker with a registered identity. They share their negative intentions towards their victims. They do not follow the accounts of the citizens they harass, intimidate and cyberstalk. This means that Dutch legislation should introduce an emergency law to protect citizens from this form of harassment. It is crucial for mental health that the Dutch Government takes immediate action to stop it.

Types of harassing online behaviour

Spamming – such as sending bulk messages to someone causing that person’s email address to get stuck or making it difficult to find legitimate communication (note: Cora keeps a folder full of “weffie” messages from the “Peter Tilly” group).
Identity fraud can involve a range of activities, such as posting messages as if they were from the victim, such as personal adverts of items for sale or of a sexually explicit or provocative nature, bidding on online auctions in the victim’s name, or simply communicating with others as if they were the victim. (Note: Cora keeps fraud emails, in which her first, last name, foundation name, etc are misused. Cora keeps a folder full of stolen cultural and care themes inserted in municipal budget programmes, since 2019)
Spreading rumours or revealing highly personal information or posting intimate photos (Actively spread stigmatising and discriminatory rumours since autumn 2016).
Discriminatory, stigmatising group behaviour that affects the victim’s reputation personally, in public spaces, or at work.

Threats to harm the victim or someone they care about, physically, by reputation or otherwise. (Note: Cora keeps direct threats from anonymous cyberstalkers.)

Until 2017, the PIPPI picture below was the profile picture of my FaceBook account (without my Polish dog Gabi in snowball). On FB, I had 900 “friends”, including 120 Tilburgers with whom I got along well, and met regularly in public spaces. I lost those networks after 2017. Therefore, since January 2022, I have been working to promote local human rights commissions.

In 2016 I interviewed a Syrian refugee for the Human Library Organisation at the campus of Tilburg University. Pippi Marcelle Hendrickx was there too. However, she refused to give me a hand, but she was constantly gazing at the Syrian refugee and me. A week later she became best friends with the Syrian refugee. She offered him a job, and she invited him to be in all of her on- and offline Tilburg networks. However she kept on excluding, discriminating and stalking me.
